C3I in coordination with the Macedonian DCAF’s office in Skopje successfully conducted the 4th intervention Multi-Stakeholder Workshop no. 2: Reconciling the Security Sector Reform with Justice Sector Reform
C3I continues to lead and inspire! As a part of the DCAF-led project (supported by the EU, Switzerland, the kingdom of Netherlands and Sweeden) on Intelligence and security sector reforms, C3I is leading the role in enhancing CSOs and media capacities in providing better oversight of the Macedonian intelligence and security sector and with that is providing valuable role in the overall reform process in this sector.
From 17-20 October C3I in coordination with the Macedonian DCAF’s office in Skopje conducted the 4th intervention Multi-Stakeholder Workshop no. 2: Reconciling the Security Sector Reform with Justice Sector Reform.
The C3I key SSR expert D-r Hadji-Janev drafted two scenario-based exercises and challenged 33 participants, 11 representatives from CSOs and Media 18 Parliamentarians (MPs and Parliamentary staff); and 4 representatives from Judiciary (judges and public prosecutors).
During the scenario issues such as intrusive cyber and digital techniques for mas-surveillance, use of emerging and disruptive technologies in national security matters, human rights-based approach to the work of the ISR sector, proper governance of the security sector, strategic communication, and accountability, transparency, efficiency and effectiveness were reconsidered from the perspectives of the intelligence and security sector and the justice sector reforms.
Background: After the initial training courses and a focus group for needs assessment, a process of a series of in-depth training and workshops for in-depth learning of topics related to security sector governance and accountability for CSO and Media representatives was kicked off. This particular workshop was part of the capacity-building process and was of multi-stakeholder character. The event aimed to bring together MPs/Parliamentary staff, members of the Judiciary and CSO/Media representatives in order to increase understanding of their different roles in securing the well-governed intelligence and security sector.
